Text parser rule for txt file

Question

I've got a text file which should be translated using Passolo. Unfortunately I don't know how to configure a rule for the text parser to read the file. The file looks like: 
 "ITA";20161025;"NBENREG";8;"FICENT";"NBENREG";11;"Nb enreg";"N. record";1;"" "ITA";20161025;"TYPEDETABLE";20;"FICENT";"TYPFIC";12;" Type de table ";" Tipo di tabella ";1;"" 
 The text to translate is for example " Type de table " and the translation would be " Tipo di tabella ". For untranslated texts, there would be "" and the translations needs to be inserted between these quotes. 
 The target file must be exactly the same format, including the translation in double quotes next to the source text. I would be very happy if someone could lead me to a text parser rule for this kind of file. If you have any further questions, please don't hesitate to let me know. The SDL Passolo text file parser doesn&rsquo;t support bi-lingual or multilingual files. So no rule could be created to read the red source and write the green translation. The format looks like an export from a database. So possible solution approaches are 
 
 Directly localizing the database 
 Converting the text (CSV) into an Excel sheet 
 
 The ODBC database add-in supports the localization of multilingual Excel files. After localization you can open the Excel and save into a CSV with ; as delimiter and with double quote decoration.
