I was in contact with our support team and running the SDL License Server on AWS machine on the internet will work, but this machine must have a static disk. The internal team is working in such a way as well but unfortunately there is no KB article about it. 

Thanks Achim : Sounds like you are saying Yes it can be done, there is no documentation on how to do it. What would my options be to get this working in a testing environment for me?

There are a lot of articles about how to use and setup Safenet License server in our KB:

You can install the server on multiple machines however each network license has a number of seats. You are allowed to have some seats from the license on a license server and rest of the seats on a different server ( if your license has multiple seats of course). This allows you to test the license server on AWS but might need to deactivate some seats from the current server and activate them on new server.
