The – character is parsed to â€“ garble character by Text Parser

Question

The json file( ANSI as UTF-8 ) is added to Passolo lpu with Text Parser (personal customized rule) in Passolo 2018(18.0.157.0) . 
 
 In text file, sample string is as below: 
 "LEAST AVAILABLE &ndash; TOP": "LEAST AVAILABLE &ndash; TOP", 
 
 In Passolo lpu file, the sample string is parsed as below: 
 LEAST AVAILABLE &acirc;&euro;&ldquo; TOP 
 
 Did anyone encounter the above issue before? 
 Can you please provide some suggestion to fix it? 
 
 I am not sure maybe configure some Passolo settings possibly when adding EN source files to Passolo lpu project file? 
 I tried this way but did not work yet.

Ideally you should use UTF-8 with BOM encoded files - this ensure Passolo can reliably detect the encoding of the file. UTF-8 without BOM cannot be used to properly detect the encoding. 
 Alternatively you can force UTF-8 codepage following the KB: https://gateway.sdl.com/apex/communityknowledge?articleName=000009729
