 I'm not sure what kind of files you're localizing but if you work with Win32 apps then MenuItem ID should not be set to zero. 
 This from Microsoft Specs: https://docs.microsoft.com/en-us/windows/win32/menurc/menu-resource 
 
 menuID 
 Number that identifies the menu. This value is either a unique string or a unique 16-bit unsigned integer value in the range of 1 to 65,535. 
 
 I would suggest in this case to change the program to use MenuID > 0.
