The icons in front of the resources are status icons

• No Icon: All strings in this resource are Translated and validated
• Pen icon: One or more entries in these resources are For Review and should be validated
• Blank icon: One or more entries in these resources are un-translated

Leaving strings pre-translated or for review has no consequences. Strings that are translated (not red) will be written to the target files. It affects cascaded projects as the translation status of the entries in the base project will be shown as color codes in the cascaded projects.

Dear Achim, 

This is weird. I have the Blank icon only in that list (Control Center). The list contains validated and pre-translated strings only. This is the case in the other ones as well. However, the other list have a Pen icon.

Is there another reason for this difference?

This cannot be answered without a more detailed analysis of the project. If the status icons are not comprehensible due to the content, I would recommend logging a case in the support portal https://gateway.sdl.com.
