I just exported my string list for translation in sdlliff file format. But just after the export, I need to change some strings locked state to unlocked state. But when I'm trying the same with the opened project, the state (locked) is not changing(to unlocked). what to do?
I can't reproduce this issue. After exporting to SDLXLIFF I can open the translation list in Passolo and Unlock entries and re-export the list. Can you please explain the problem a bit more detailed?

The issue resolved, as I forget to check the Release string list checkbox while import the exported file back.

It depends on your use case. If you are sure, that entries must not be translated in all target languages, then tag them as Read-Only or Hidden in the source list. Updating the translation lists will make them inaccessible for translators and ensures that the original string entry will be written to the target files.
In cases where you just want to Lock one string entry in one target language, then you can use the Locked flag. Please note that you can Lock translated or untranslated entries.
