Generating files for one language out of 22 does not work because psl.exe already has a handle on the file

Question

Generating files(overwriting because of update) in one particular language (all other 19 languages are working just fine) does not work because the file is already used by another process. The problem is that it is psl.exe itself that already has a handle on the ressource files I want to generate(overwrite). How can I prevent that handle or release it to be able to generate the files again.
The issue is only for .NET files

Trados Studio error message stating 'The process cannot access the file because it is being used by another process' with psl.exe having handles on the .NET resource files.

Sometimes the .NET Framework is doing weird things. Although the (German target) files are not actually needed at first, the .NET framework loads them (because Passolo runs with German UI) in the background, which then leads to the problem during the target file generation. 
 I think switching the Passolo UI language to English will solve the problem.
