Change Text file parser Encoding to UTF-8

Question

Dear Team, 
 Parser: Text-Parser 
 I am trying to parse a text file (Source file of project) having English and German texts 
 Regular expression is written for extracting comment section but SDL Passolo 2015 does not display UTF-8 character. 
 
 What am i missing Please guide me.

The link to the old answer is broken and to be honest, I can't remember the question and what I answered 6 years ago. 
 Either ensure that the text file has a BOM or set the source code page to 65001 in the source string list settings.
