Have you seen the documentation that covers some suggestions in the event you cant connect?

Q: What can I do if I am having issues connecting?

A: Check if you have a paid OpenAI API account; you should be able to confirm this from here. You can also check your API key that you created from here, and added this to the Model connection settings. For further assistance, review the log files: C:\Users\username\AppData\Roaming\Trados AppStore\OpenAI provider for Trados\Logs

If you do require further assistance, please do attach the log file

We solved the problem by tweaking our firewall. We are receiving translations now.
