Missing IATE connection deactivates term recognition at translator's side

We are an LSP and some languages I do myself. I have the IATE terminology provide plug-in installed (using Trados Studio 2019) and have the termbase enabled also in the project settings (3rd in list, not the default). I send out  translation packages to the translators. Now one of my translators told me that she got a message saying that term recognition was deactivated because there was no connection to the IATE terminbology provider DB.

When does that happen? With any translator that does not have the plug-in or any time the translator is working offline? I'm a bit worried it happens more often and the translators cannot use our MT DB because of that. But I don't want to deactivate the plug-in because I want to use it for my translations within the projects..

    In fact even if I remove everything from the settings the Termbase provide is still included.  So two things for me:

    1. we should raise an idea to be able to exclude a Terminology Provider from a package in same way as we can exclude MT/TM providers
    2. you need to work a different way

    On the latter.  It's probably easiest to just not include IATE in your project template.  Create your packages and then once they are all sent out and you need to work on the project just add IATE as a resource in your project settings.  Not ideal, but I don't think you have an option if you want to avoid this problem... unless you want to start editing the sdlproj from every package you send out!
