I think two things spring to mind.  The first is that Trados Studio 2022 has an integrated appstore.  So if you use that installing apps is far easier than downloading and attempting to install manually.  So look in the welcome view for Studio and click on RWS AppStore:

The second thing is that you do not require a plugin installer even if you download from the appstore.  The plugin installer has been installed as part of Studio for many years now.  So you would simply double click your sdlplugin files and the plugin installer should start.  However, on the basis of what you are asking so far I highly urge you NOT to do this with any plugins you happen to have lying around from older versions.  They might give you problems and you should only install plugins for 2022.

One final thing is that if this link doesn't work, and I'm not surprised by this:

Then just go here and search:

But as I already said... don't look for the plugin installer as yo don't need it.
