I think that encoding is a problem here.  If you add a BOM to the file it seems to work just fine... at least it did in my test.  We'll investigate to see if we can do this on import and export to ensure it's UTF-8.  In the meantime you should be able to add the BOM yourself and then import.  If you don't know what this is this article may help:

I was confused, because I have exported and then imported the same file and got an error. I have expected that exported file have right format.
