Symptoms:
Multiple issues have been reported around the Project TM creation process.

Explanation:
Whenever the conversion from the .tmx to any Project TM format failed, the entire Project TM process was marked as failed and did not deliver any of the Project TM formats (.mdb, .tmw or .sdltm) to users even if at least one was successful. The Project TM plug-in was reinitializing and retrying but each time failing the conversion at the same point, unnecessarily using server CPU. The .tmx conversion to the legacy .tmw format failed the most.

Resolution:
This hotfix prevents the creation of the TMW format which has been identified as the main point of failure and provides an enhanced Project TM creation process:

1. Once this hotfix is applied, the creation of the .tmw Project TM is disabled by default, so users can no longer download .tmw Project TMs. This is in line with the future removal of the .tmw TM format in the overall SDL TMS. 
   Note: Any Job created prior to this hotfix and for which a successful conversion into TMW has already happened still benefits from this Project TM.
2. Additionally, once the hotfix has been applied, if, for any reason, the conversion from TMX to any Project TM format fails, the Project TM process no longer stops. On the contrary, the Project TM process continues the conversion to other formats, ensuring that SDL TMS provides users with at least successfully created Project TMs. If at least one format is successful, then the Project TM creation process is considered successful and no longer calls a Retry stage, thus preventing CPU consumption for what used to be a repeatedly failing conversion.
