Greek Characters do not display properly in CHM output

Question

I need to show some Greek characters like Sigma and Lamda in our DITA output. These characters display fine in PDF and SuiteHelp output, but in CHM output they display as ? characters. These characters are in the Arial character set. I've seen statements online that some characters do not display in CHMs because CHMs are not Unicode compliant, although I have seem those characters in CHMs before (generated from RoboHelp). Does anyone know of a way to resolve this issue when generating the CHM from the SDL CMS?

Within Out of the Box SDL Knowledge Center we have a DITA-OT plugin (named: ishhtmlhelp) which is able to correctly render CHM files in multiple languages. 
 
This DITA-OT plugin is based upon the OOTB htmlhelp plugin but does contain some routines to support foreign languages in CHM by updating the code pages to the language correct code page. 
 
You might want to try this route.
