How can I make the properties dialog box mandatory when a new object is added?

When a new image is added in publication manager by clicking the import button, I need to make it mandatory to fill out some fields. I've tried putting mandatory in various places, but the dialog box doesn't appear. Do you know where that dialog box is represented in MetadataConfig.xml, or  how do make it mandatory?

    be warned that when you make something mandatory downstream, it can cause some real headaches for your team. For example, we decided to make the "Changes" field mandatory, but then our writers couldn't release their publications if any of the older topics (that were already production released) didn't have something entered into the Changes field.
    So we added the Changes field as a column in the Baseline tab of Pub Manager so the writers could sort by that field and more easily spot issues and do bulk metadata changes on the content. They weren't happy about it understandably, but we decided we would go ahead and feel the temporary pain because it's so important to track why version X is being created. Anyway, something to think about.
