I'm conreffing content into a topic from a conref source topic. The conref source topic contains a link to a topic that is not in my current map. However, that link is not included in the content that I am conreffing into my topic. But Publication Manager still tries to resolve that link, even though it is not part of the conreffed content. The unresolved link prevents the publication from being released. Is that expected behavior?
