What's the purpose of the "Linking" attribute of the topicref element?
The doc lists the allowed values, but doesn't explain the effect of each value.
LinkingSpecify the value of the @linking attribute. You can select from the following values: (None), Normal, Source only, and Target only.

The online 1.3 spec is still broken. But, you can read about linking in DITA 1.2 here:

On a topicref the attributes are related to how "related links" sections could be generated, or more generally how links between topics should be generated by some program that generates links based on the map hierarchy.
