Although OASIS DITA is a standard, there is nobody who implements the standard completely. Let alone the ambiguity any standard contains. If major parties as Oxygen and DITA-OT are not aligned, one could wonder how XMetaL or others implement this (if it is even implemented) - where possible I would avoid walking (over) the line.

We worked with Oxygen Author support, to write a custom Document Type Action to allow users to link to a map, with a single GUID in href. Now it resolves to a title as expected in Oxygen. Here are high level details on the Oxygen Action implementation:

Add a custom Author action to the main DITA toolbar (or to the main DITA Menu) named something like "Add reference to DITA Map"?
The steps to implement a more complex Author action and add it to the toolbar are described here:

For your action you could use the predefined "InsertFragmentOperation":

and the XML to insert would look like this:

So inside the XML fragment to insert you can use editor variables, I used the "ask" editor variable to show an URL chooser before the XML is inserted:
