As a user with the Administrator role, you can change security. Restricting security means that some existing publications might break because certain content objects are no longer accessible for certain users - hence an Administrator takes this decision. The system prefers reuse :)

Thanks for your reply Dave. As an Administrator I don't seem to be able to change the access permissions on a folder that was originally set to Members of all User Groups.

Is this as expected in Tridion Docs? I can add extra user groups to the permissions on a folder that was originally set to Members of following User Groups:.

I remember the URL provided by  Dave  on Understanding how security impacts move operations on folders and objects - SDL Documentation (rws.com) helping me understand what I could/couldn't do. Once created, Tridion folders are quite inflexible relative to what I thought I would be able to do. So no, I couldn't make access to an existing folder more restricted.
