I'm trying to import content that was previously exported from our SDL Tridion Docs r14 sp3 CMS and continually receiving the following for all XML files 
Error loading XML. For security reasons DTD is prohibited in this XML document. To enable DTD processing set the DtdProcessing property on XmlReaderSettings to Parse and pass the settings into XmlReader.Create method.

Have tried several permutations of doctypes in each file, including standard specs like:
<?xml version="1.0" encoding="UTF-16" standalone="no"?>
<!DOCTYPE topic PUBLIC "-//OASIS//DTD DITA Topic//EN" "topic.dtd"[]>

And absolute paths:
<?xml version="1.0" encoding="UTF-16" standalone="no"?>
<!DOCTYPE topic PUBLIC "-//OASIS//DTD DITA Topic//EN" "file:///C:/Users/MasalskyPaul/AppData/Local/SDL/InfoShare Client/0907378376/Config/DocTypes/dita-oasis/1.2/technicalContent/dtd/topic.dtd"[]>

But still no luck. Any ideas?
