What is the most efficient way to copy a publication, its objects and their generated language layers?

Is there a procedure that I can follow to create a copy (with new GUIDs) of all the objects in a publication including their requested language layers?

This is to resolve a problem where we have publications that have hundreds of objects with up to 30 associated language layers when object in Released status.

Currently I use Publication Report in Content Manager to Export the Publication. This doesn't seem to export any metadata about requested language layers. I then use Content Importer to import it, however this only exports the base language layer i.e. en-US. I also have to delete the generated MET file from export and then use a custom XSL file to generate new metadata files.

Am I missing any other approaches that I can explore for satisfying my requirements?
