I'm troubleshooting a problem with the difference reported between versions of a publication. One problem is that there are different topics (different ids), in the two versions, which are conceptually the same content. Is it expected behavior that these would not be considered the same content, since they are different topics, or is content compared as if it were a sequence of paragraphs in each publication?

Out of the box the change tracker component will consider the two different topics as different content.
The process will only compare the textual items in case the same topic is referenced.
So it does it object by object (topics and ditamaps).
I would assume that you see in highlighting a fully removed and fully inserted topic.
