In Oxygen 23.1 with Tridion 14SP4, we are experiencing this error:

Meg and her team resolved the issue - the user's local storage folder path was incorrect. Updating the folder path resolved the issue. I wrote a new knowledge article for future reference: Tridion Docs – User getting error opening/checking out a topic: “The path is not of a legal form.” (sdl.com).
