In my case it also says "an item was already added with the same key".
How it started: I clicked on a "aa new update is available" notification and didn'y pay attention to what did I do. After that, trados never opened again.
I got a bit desperate and deleted via "add or remove programs" function and repar it. Didn't work.
Tried the "rename plugin with 'plugin_old'" setting, then repair. Also didn't work.
Tried the "rename the folder to 17_old", same thing.
Because it says that my license is already in use, I tried to the logic solution: reset it. However to reset it, I need the deactivation authorization (which you get online), AND the deactivation certificate, which we get opening trados in my computer, whic his exactly what I can't do.
