Please try to reset the license from your RWS account as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
Then, try to activate your license offline on the new PC as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039784

I don't have the option to reset my License.

Unfortunately it is not possible either. I got the same error message 403 forbidden when I try to activate it on my new device.
