Forced check-in for GroupShare files from different user

Question

We often have the case that some users don't check-in their files for various reasons. 
 This then completely stops the workflow. 
 
 Is there a way for an admin to undo this checkout so that the workflow can continue?

There is the "Cancel Checkout" permission: 
 producthelp.sdl.com/.../Cancel_CheckOut.htm 
 
However, if the user made changes locally, those won't be reflected back to the server...

With Studio 2017 and GS 2017 through the new "AutoUpload" feature, when a Project Manager cancels the check-out, the server will contain the latest file that was saved. 
 
Correct that for 2015 it will revert to the file when it was last checked-in by a user, as the server might not have the latest version.
