Groupshare user cannot add roles to new users

Question

Hi, 
 
 Our Project Managers have the role enabled to add users and assign roles (screenshots in the link below). 
 
 However, when one of these PM users try to do so, the system says it is not possible (screenshot in the link below). However, I cannot see where the problem may come from, as such ticks seem enabled.

Dear Luis, 
 I trust our response finds you well. Based on your description and screenshots, this happens because of the following: 
 https://docs.sdl.com/LiveContent/content/en-US/SDL%20Trados%20GroupShare%20Help-v5/GUID-47316788-DE54-441C-A2AB-CD354AD39462 
 This is by desing in GroupShare and only the System Administrator and members of the Administrator role can create, edit or delete users. I hope this helps.
