GroupShare: number of simultaneous users

Dear community, 

I have been reading the server-based (GroupShare) and Cloud-based versions features these days and I have a doubt with regard to the following information found at: gateway.sdl.com/.../communityknowledge

"Both solutions come with a user limitation from a setup perspective, as follows:
If you have acquired/subscribed to a total no of 10 TM users > this means only 10 users can connect at the same time, while the 11th will not be unable too. (I guess, it corresponds to: "will not be able to").
But if you have subscribed to enough licenses to begin with, simultaneous work will not be a problem.

What does that mean exactly and how does it work?

Example: 

Let´s say, I have 2 TMs and 4 translators. Should I request access to each memory for 4 simultaneous users? 

Will in this case my memory be reorganized to allow a specific NUMBER of users (4,6, 100 at a time), or by specific users (for example, TM 1 can be simultaneously accessed by 3 users with license xxx, yyy and ddd, but never by user bbb, even when noone else is connected to the TM1).
