Translate
For Short Turn-around-time job, it is convenient to download the reference file (such as Source or instruction) before Review phase.
Now assigned Reviewer cannot see the project at Translation phase , nor download the reference file.
Reference files does not need to check-out. So downloading reference files does not cause any problem .
