How to handle "while creating target data: No langauge element found" error?

Dear all, 
 When I try to generate an XML file, I got an error. 
 ERROR - While creating target data: No language element found. 
 How to fix it?

This could have various reasons: 
 
 Problems with the XML parsing rule 
 Missing XML parsing rule 
 XML file structure doesn&rsquo;t the XML parsing rule 
 Etc. 
 
 Without the source file, the project file and the XML parsing rule, it won&rsquo;t be possible to give useful answers. Please log a support case at https://gateway.sdl.com and provide files.

The list of potential reasons from above still applies: 
 As it works for a colleague, I would assume the XML parsing rule is not embedded into the project.
