I have two Studio 2021 Freelance licenses. Can two translators simultaneously translate/edit different parts of the same file in a cloud-based project like Phrase? If so, is there any video or documentation showing the steps?

The short answer would be no because you have purchased two single user licenses for a desktop software with no collaborative features at all. This would include the cloud capabilities you get with Freelance as these are features for your own use only and just providing convenience and flexibility for you.
The longer answer would be that there are ways to achieve this. Might be worth reviewing this blog article about sharing safely with file-based resources:

Then you could think about each of you working on the same files but in your own environment, sharing the translation memories and termbases so that you benefit from the work down by the other. So a little manual, but doable if you really want to work that way.

It looks like I can get the project-sharing solution via Dropbox to work. I thought I would get errors if I don't keep my TM at the root in the Windows side of my Mac & Parallels setup. The issue persisted for a while, but thankfully, RWS must have resolved it at some point.
I set up a project in Dropbox with the project files, TM, and Termbase, and it works! Now, I just have to convince my non-Studio-user colleague to use the tool to work with me on this project! Many thanks!
