Language Cloud Provider is not working, despite suggestion to repair Studio 2019 S2 and reinstall the plug-in.

I've asked this question before, but none of the suggested actions worked.

I see other people getting help from SDL, I would really like some permanent solution too! Can someone log a support case for me?
