I wonder if you click on  individual segment level, did the DeepL come up with some suggestion in the Translation results window?

Because if it doesn't, than the issue may be wider and more general. Instead, if this is only at batch processing level, we can check further and troubleshoot.

thanks a lot for coming back to me regarding this issue.

In fact, this is a batch processing issue. Interestingly, the empty target segments seem to originate from low Fuzzy matches (<85%), which according to my project settings were not to be translated (see screen above). I had expected them to get MT pretranslated. Instead, when clicking on individual segments, only low Fuzzy TM matches are displayed in the Translation results window, but no DeepL suggestions at all.

So my refined question is now:
How can I adjust the project settings to allow for MT translation of matches from 0%-84%?

You can re-adjust the min. match value to have it at 84. So matches with 84 and above will be picked up by your TM. Anything lower than 84 will be picked up by MT (machine translation).
