I know that you can export/import the termbase with the new values but I was wondering if there's a new way to do this via an app or batch edit + regex.

The only ways I'm aware are to do the rebuild you mentioned, even with the apps that could help (Glossary Converter for example). One possible exception would be Excelling MultiTerm but even there I think the process is export/import:
