Structure of a simple bilingual termbase

I am currently having a discussion with a software developer concerning the "basic" structure of a TB. Most TBs I receive from my clients have a very simple structure, essentially 2 "columns": source term, target term (where each term may consist of multiple entries). This structure suits Studio 2019.

The software developer, however, insists that there should also be a mandatory "Usage" field that specifies the status of the associated term, such as "allowed", "forbidden". I fully accept that this field is desirable, but does it need to be mandatory.

My question: When translators receive TBs and glossaries from their clients, what form do they normally have?
