When I want to create a cross-reference in Multiterm, I do not get "Manage a cross-reference" when I right click on the selected text, as stipulated in the user manuals.

I took a look at the documentation and broadly searched for cross reference. Indeed the instructions seemed out of place for where I think you are at in this stage.
Without a visual guide on your termbase structure, I trust that you are trying to add cross-references on meta data such as notes and definitions appose to the actual terms themselves?
If you have a note/definition field, that relates to a particular term all you need to do is the following:
Highlight the word that requires the cross reference
No right click is required
TAKE NOTE: I do seem to have less success if I over expand on the edit box as seen below.
