Is this one means the same "predefined termbase template" ?
If so, How do I use it when I make a new TB ?
- it looks like there is no step for mine

No, this isn't the same. The settings template you created is just a time saving mechanism as defined here:

If not, What is the usage of this ".sdlmttpl" ?
It's just a time saver which can be very useful if you work with custom filters, layouts and input models. If you sent a long time setting up a complex termbase definition and create particular filters, layouts and input models then you can make all of these available to another user through one file... the settings template.
