This sounds a little like a combination of not knowing how the software works, and have expectations that are perhaps unrealistic.

Are you referring to pre-translation or during interactive translation?  If it's pre-translation then the problem is most likely due to the default pre-translation settings which are 100% or nothing at all.  Perhaps yopu can confirm, or just change the settings for pre-translation in the options.

Are you referring to autosuggest?  Have you got a termbase and test text we can look at?  It might be easier and faster to look at this over skype to get you started.  Drop me an email at pfilkin@sdl.com if you'd like to do this?
