Difference between autusuggest dictionary & uplift fragment suggest function

Question

Can someone explain the difference please? 
 In terms of: word count required, the types of suggests you get as a result, etc.?

They are probably fairly similar, but the main difference is that fragment matching is dynamic, so you don't need to create a dictionary every now and again, the fragment matching feature works from your TM and can suggest fragments based on the very last segment you translated. 
 
In terms of wordcount... I'm not sure what you mean.
