The bullet does not get copied by CTRL+INS, nor from MT. I can insert it, however, by holding ALT and typing 0149, which is a less than optimum solution.

I opened your sdlxliff, then copied source to target for a segment that looks like yours and has a small symbol in there instead of the larger one. I then see this:
Interestingly I don't see the tick symbol either so this does make me think it's a font issue. I'm using the default fonts for both languages in font adaptation and even if I change it to your font I don't see the tick. I'm lost for a sensible explanation here!
