Option for NEW PROJECT unavailable

Question

I'm new with this software and I have purchased the STARTER version. I want to retrieve a file and I've seen the tutorials but the option for NEW PROJECT is not available... How should I continue?

It is not possible to create new projects with starter. 
Please see the following sites for opening files in starter: 
 producthelp.sdl.com/.../OpensingleFileStarter.htm 
 producthelp.sdl.com/.../About_Opening_Files_for_Translation.htm 
 
Another option is to drag and drop the file in the Welcome view.
