How to generate target .properties files in Trados 2015

Question

I'm trying to translate .properties files in Trados 2015 from English to Chinese. However when I generate a target file (either by Generate Target Translations or by Export Files), the text in the target file is still all in English, although in Trados it's 100% translated. Does anyone know a solution to this problem? Thank you very much!
