Extracting translated / untranslated segments only

It is impossible to extract translated segments only or untranslated segments only.

Is this a question or a statement? If it's a statement it may be partially correct, but it really depends on what you mean by extract? Do you want a target file with only translated segments for review? Do you want an SDLXLIFF with untranslated segments to send out to others? Please provide more information on your requirements. 
 
In the meantime, you can use the "Export Unknown Segments" feature in the Analyse Batch Task to generate an SDLXLIFF containing only untranslated segments. You could also use the SDLXLIFF Toolkit to do this, or to create one with Translated segments if you wanted. 
 
I think a bit more information about what you are trying to achieve rather than posting what looks like a forgone conclusion would be helpful.
