We only now host the following (5) European Union Autosuggest dictionaries via our website or the SDL App store
.
You are however correct in that we used to host more dictionaries (provided by individual users), but these were removed some time ago.
If you have a specific language pair in mind, I can check back to see if this is still available in our archives.

I spoke to the web/marketing team about this yesterday and they told me that this was simply because there was not enough interest or downloads to warrant maintaining the site. (These dictionaries were provided by individuals based on their own working languages- the dictionaries provided by the EU of course are still available).
Also I suspect with the rising popularity of AutoSuggest 2.0 and with it, the ability to draw suggestions directly from your TM's and TermBase and from the Machine translation provider (e.g. Google/SDL Language Cloud) in real time, the manual creation of static dictionaries has taken somewhat of a back seat.
