I uploaded a file that was exported for bilingual review and when I open it for review the source and target segments appear on the left panel one underneath the other instead of side by side on the right and left panels.

They don't need to export this as Studio works on the SDLXLIFF files natively. Just copy the SDLXLIFF from the target language folder and when they get it back reviewed they just paste it back into the same place (good to keep a backup of the original before overwriting however).

This is no problem. It just means that you won't be able to save a target file, but you can still review the text and send the SDLXLIFF back. You can't get a target file from a bilingual file for review either so you you obviously won't need it.

Did you see this in the files view or did you actually open the file and look at all the segments? If you didn't have a project with all the statuses relevant to the stage you opened the file the 3% could reflect the work required for review and not necessarily translation.
