Sometimes, try I as you might, it is practically impossible to close some rogued programs. Even Task Manager can't handle that situation. What do you do, then? Simply, log out (sign out) of Windows (here's the important point: you need not restart your computer). Then, log back in. Problem solved!
Well, for some users the restart process, including me, may take up to five minutes, whereas logging out and then logging back in takes about 30 seconds or less. I have a developer machine, full of all sorts of programs, services and tasks at startup. Perhaps I need a new computer, but I thought this tip might be helpful to other users.
