Although the folder contains translatable files I receive permanently the error message that the folder doesn't contain translatable files which makes it impossible to use the project function. I can provide a screen shot if necessary.

This sound like a problem that Paul has been dealing with here:

Have you tried performing a Windows Repair on SDL Studio 2019? Or any of the other suggestions here:
Repairing your installation of SDL Trados Studio
Could you supply a screenshot of the New Project Wizard step that this happens at, plus the error message.
