You seem to be mixing up the places you're looking for your settings.  You either work in All Languages or the specific language pair.  Not both at the same time.  It looks as though everything should be set at this level in your project:

Thanks for your time earlier... happy to report that all is well now.  Was just a matter of ensuring all versions of the software are up to date.
