You can do this as a step in the project creation Wizard, via 'New project' and click 'Allow Source Editing', or you can go back and change the setting in any project you have created.

To do this as part of project creation, in the Projects View, click 'New Project' and the first screen will appear, where you can set the languages, project name etc., and add file/s for translation: 

When you've finished setting that step up and added the translation document, click 'Next' and then Step 2 General is where you tick 'Allow source editing':

You can also choose to allow merging of paragraphs that would not be mergeable by default. This is only advisable if you know that it won't interfere with the client's target setup, so for example if it's a Word file it should be fine. If it's a web-based or computer-generated format such as html or xml it is best not to select this.

Keep clicking Next and you'll reach the steps where you can add your TM and your termbase for example.

Here is where you change this setting in your project settings:

If you're unable to change this setting, i.e. if it is greyed out, then it's because that is how the client set the project before sending you the package.

Ah, I'm thinking of projects that come from packages, where the 'allow source editing' setting cannot be changed...
