I believe this has to do with TQA that must be applied in the Professional version.(you cannot do this in Starter or free;lance versions). 
Please ask your client to either resend the package or ask them to log a support ticket on your behalf.

I really suggest you log a support ticket then via your SDL account/Support and then select the installation option and refer back to this thread - so the support team knows what has been suggested so far. 
It would be great to hear back from you once they find the issue/resolution.
